Raul endured some tragedy during his pre-war life after a fire at the ranch killed most of his family, leaving just him and his sister, Rafaela, alive. Before Fallout 's Great War, Raul was living on a ranch just outside Mexico City, where he occasionally found himself in trouble with the local law enforcement.
